Local Rules

SOUTH LAKE LITTLE LEAGUE

South Lake Little League adheres to the Rules, Regulations and Policies of Little League Baseball, Incorporated (the “green book” or “rulebook”) with the exception of the Local Rules as outlined in this Section. The Local Rules pertain to particular situations or field conditions that are not specifically covered in the rule book. New 2018 USA Baseball bat standards will be in effect for all divisions. Juniors may play with USA Baseball bats or BBCOR labeled bat standards.  Bat rules can be found HERE.  A complete list of approved bats can be found HERE

  •  All managers and coaches will be given rules at the start of the season and are expected to follow those rules

Game Play:
  • Games will be played as scheduled
  • Cancellations due to weather will be sent to all families via managers will be notified as soon as conditions become unplayable
Athletic Complex/Field Rules: (These include all fields and concession area)
These rules follow the City of Clermont Parks and Recreation rules that can be found at each entrance to the athletic complex area
  • No pets are permitted within the South Lake Little League athletic complex.  Pets may be outside the field fences on the tracks
  • No Smoking within the athletic complex
  • No skate boards, scooters, bicycles, roller blades, motorized vehicles (not including mobility scooters) within athletic complex
  • Please no cursing during SLLL events during events
  • Please see our Bylaws and Constitution for further rules and regulations for our facility and  league

Team Responsibilities:
  • All trash must be removed from the dugout after each game.  Managers will be responsible for this.
  • The Home Team will be responsible for the removal and replacement of the mound covers on each field.
  • Home teams will be responsible to provide a scorekeeper and the Home Plate Umpire. This may be a coach or league approved volunteer.
  • Home Team scorebook is the official record.
  • Away teams will be responsible to provide concession duty coverage as well as a Base Umpire.  If a parents can not be found to cover the teams concession duty a coach must fill that spot unless enough volunteers are covering the concession stand.


  •  Little League Rule Book  takes precedence unless it has been addressed in SLLL’s local rules as pertaining to certain situations or field conditions NOT covered in the Green Book. All managers will receive a copy
  • All managers, coaches, and umpires shall attend the annual meeting/training provided by the league. Failure to do so will affect future coaching opportunities.

  • The league representatives are responsible for giving information to the coaches and managers, and the umpire-in-chief for giving information to the umpires.

  • Only board approved coaches will be allowed in the dugout or on the field during games.

  • No more than three approved coaches allowed in the dugout or the field at a time during tournament time.

  • 4th coach can be used as an umpire, keep stats, run pitching machine.

  • Two adult base coaches may be used in all divisions providing there is an approved coach in the dugout. If two adult coaches are not available, then a player wearing a helmet can be used as a base coach

  • Minimum of one (1) Coach must remain in the dugout at all times, this is a safety issue

  • All players and coaches must wear league provided uniform.

  • That includes hats, shirt, belt, socks and pants.

  • Weather Delay

    • Rain - Waiting period will be 30 minutes at which time the Umpire in charge or Board Member on Duty shall make all decisions regarding the games.
    • When lightning sensor goes off all players must leave the field and head to their cars until the sensor resets and there is no dangerous lightning in the area. When the alarm sounds 3 blasts in a row, this is the all clear sign; players return and play resumes unless the Umpire in charge or Board Member on Duty calls the game.
  • No manager or coach shall warm up a pitcher before or during a game (including but not limited to the field, bullpen, & behind the plate).

  • No player, coach, or manager should leave the dugout during the game without the permission of the Manager.

    • Managers will be responsible to maintain players during games
    • If a player holds up a game due to being out of the dugout the Umpire shall call an out on that player.
    • We are adding this new rule to allow players or Coaches that may have been running late the opportunity to get food from concessions as long as it does not interfere with the game. This will be strictly monitored by the Board members. Please help us keep this flexibility during regular play. During tournament time all green rule book rules apply.

  • All time outs must come from the Manager. Upon requesting time, the umpire may grant a time out.

  • There is a zero-tolerance policy at SLLL

  • No electronic communication (including cell phones), smoking, electronic cigarettes, chewing tobacco, drinking alcohol, substance abuse, or the use of profanity shall be permitted during a game or practice. Failure to comply is grounds for ejection from a game or removal as coach. (Exception are electronic devices used to keep score).

  • Games will be played as scheduled. Games can only be rescheduled if a Lake County mandatory school function causes a conflict.

  • Helmets must be in original condition. No alterations; decals, designs, airbrush, etc. This is a safety rule per Little League. It prevents the covering of cracks or damage on helmets. NO EXCEPTIONS

  • No jewelry except a medic alert during practice or games.

  • Runner is out when the runner does not slide or attempt to avoid collision with a player that has the ball. Umpire judgment.

  • The 10-run rule will be in effect for all divisions, AAA on up.

  • Any player who is out of the lineup for more than three games is subject to being removed from his/her team by action of the Board of Directors. However, the Board reserves the right to allow such player to remain on the roster. Managers must make the player agent aware if any player misses more than two consecutive games for any reason. Failure to do so will be cause for corrective action against the manager.

  • Infield fly rule will be in effect for all divisions except Tee Ball, Machine Pitch, Single A and AAA.

  • No team can use the infield for warm up prior to game time on the home plate area, catcher’s box and pitcher’s mound.

  • Every away team manager will be responsible for supplying 1 person to help in the concession stand. GAMES WILL BE STOPPED and/or Team Managers will work immediately until matter is corrected, will be enforced by the Board.

  • All trash must be removed from the dugout after each game. Managers will be responsible for this.

  • Closed toe shoes must be worn in dugouts and on fields. No sandals or flip flops.

  • Every home team will be responsible for operating the score board.

  • Both teams will be responsible to make sure the mound covers are removed from the filed before players step on the fields. Both teams will be responsible to apply the mound covers after the game. Both teams will work together to rake the fields around each base after the games.

  • No children under age 14 will be allowed in the concession stand. This is a health and safety issue. No children under age 16 will be allowed to be in the food cooking area due to the deep fryer.
  • Tournament rules will be in effect for the last two weeks of regular season play. This is designed to get players ready for tournament season.

TEE BALL

  • Time limit is 45 minutes. Innings do not apply to games length, play is measured in minutes.
  • * If there is no game following, the bottom half of the inning may be finished.

  • We should ensure all kids get at least one at bat.

  • Only approved coaches or approved Team Moms are permitted in the dugout or on the field.

  • Side retired when the offensive team has had all the batters on their roster bat once or 3 outs.

  • Batting order is entire roster.

  • A batted ball must reach the grass line to be considered a fair ball.

  • In tee ball, there will be no bunting, no protests or no forfeits.

  • All players play on defense, position infielders at normal positions and have all remaining players spread in the     

         outfield.

  • All players must play at least one inning in the infield.

  • Lineups do not need to be exchanged, nor does the score need to be kept.

  • No Catchers. No player may be positioned behind home plate.

  • For safety reasons -only the first batter of each half inning will be permitted outside the dugout, no on-deck batters.
 

Single A 

  • Time limit is 60 minutes. A started inning does not need to be finished if the 75-minute time limit is expired, and game is over. * If there is no game following, the home team may finish their at bat.

  • Only approved coaches or approved Team Moms are permitted in the dugout or on the field.

  • Parent or coach may operate the pitching machine. Non-approved parents are asked to only operate the pitching machine and not interact with players as coaches would.

  •  batter will have a five-pitch limit, or three strikes, whichever comes first. Batter cannot be called out on the fifth pitch if it is a foul. There is no walking.

  • Machine pitch innings 1-3 (3 run maximum) 4-5 innings 5 runs or Side is retired when the offensive team has batted entire roster once, or three outs are made.

  • There will be no bunting, no protests or no forfeits.

  • Ten (10) player’s play on defense, position infielders at normal positions, spread remaining players throughout        the outfield.

  • On overthrows at first base, batter may advance one base at own risk. No additional bases can be taken on subsequent overthrows. Overthrows occurring at other bases, including home, follow same rule provided it is on another play. (We want to avoid continuous overthrows moving the runner around all the bases in one play. We want to focus on ball control).

  • Lineups do not need to be exchanged.

  • All players must play infield one inning.

    • No player shall sit two (2) innings until all players have sat one (1) inning. This rule carries on from game to game.

  • If a batted ball hits the pitching machine, it is a dead ball. The batter automatically goes to first base and any forced runners advanced one base.

  • The play is dead once an infielder has possession of the ball in the infield.

  • Pitching machine will be set @ 4+4

  • Pitcher must stand on either side of coach/parent running machine, NOT in front. The pitcher must remain behind the front of the pitching machine until the ball has crossed the plate or been put in play.

  • For safety reasons -only the first batter of each half inning will be permitted outside the dugout, no on-deck batters.
 

AAA

  •   Drop dead time is 1 hour and 30 minutes. No inning shall start after 1 hour and 15 minutes.
  • AAA will use the pitching machine for the first two innings of the game. The second two innings of the game will be kid pitch.

  • Parent or coach may operate the pitching machine. Non-approved parents are asked to only operate the pitching machine and not interact with players as coaches would.

    • When the machine is used, a batter will have a five-pitch limit, or three strikes, whichever comes first. Batter cannot be called out on the fifth pitch if is a foul. There is no walking.

    • If a batted ball hits the pitching machine, it is a dead ball. The batter automatically goes to first base and any forced runners advanced one base.

    • Pitching machine will be set @ 4+4

    • The pitching machine will be set up in front of the pitching rubber.

    • Pitcher must stand on either side of the machine, NOT in front. The pitcher must remain behind the front of the pitching machine until the ball has crossed the plate or been put in play.

  • The defensive team can have one coach in each outfield foul territory as defensive coaches.

  • Line up cards need to be exchanged between the coaches and umpires and score will be kept.

    • Home team scorebook is official.

  • Side is retired when the offensive team has batted the entire roster once, or three outs are made or when 3 Runs have been scored (innings 1-3), 5 runs limit innings 4-5 and unlimited runs in 6th.

    • In the event one team has more players than the other, the team with fewer players is permitted to bat the same number of players as the other team if the entire roster has battered.

  • No pitcher in AAA shall throw more than 35 pitches in one game.

    • Pitch Count Rules/Days of rest apply.

  • Batting order is the entire roster.

  • There is no Stealing or advancing on passed balls.

  • On overthrows at first base, batter may advance one base at own risk. No additional bases can be taken on subsequent overthrows. Overthrows occurring at other bases, including home, follow same rule provided it is on another play.

  • No player shall sit out two (2) innings until all players have sat out one (1). This carries over from game to game I.E. if you start a game with 12 players then the 3 subs that come in will sit for 3 starters, that means that 6 players have been subbed, the next game the other 6 players need to be subbed before these players can sit again. THIS RULE ELIMINATES THE SAME PLAYERS PARTICIPATING ALL THE TIME.

  • Bunting is not allowed.

  • Live play ends when the pitcher has control of the ball in the pitching circle. At this point, all runners must return to the previously occupied base.

  • The 10-run rule is in effect.

  • Pitcher to Catcher/ Catcher to Pitcher rules apply.

  • Home team will provide 1 coach or 1 approved volunteer to plate umpire. Away team will provide 1 coach or 1 approved volunteer to base umpire.

  • Only the first batter of each half-inning will be permitted outside the dugout between half-innings. No on deck batters, this is a safety issue.


  • There is a 2-minute time limit between innings.

MINORS

  •  Time limit is one hour and 45 minutes if there is a game following.
  • Only board approved coaches will be allowed in the dugout or on the field during games and practices.

    • No more than three approved coaches allowed in the dugout or the field at a time during tournament time.

    • 4th coach can be used as an umpire, keep stats, run pitching machine.

  • No balks – a balk will be an illegal pitch, which is a ball.

  • Side is retired when three outs are made or

    • Innings 1-3 5 run limit.

    • Innings 4-6 is unlimited runs or the batting order.

  • Line up cards need to be exchanged between coaches and umpires and score will be kept.

    • Home team scorebook is official, and home team supplies the scoreboard operator.

    • After each game the official pitch counts and score book will be signed off by both managers in the official book.

  • Batting order is the entire roster until tournament rules take effect.

  • Mandatory play rule in effect. Each player must participate in each game for a minimum of 6 defensive outs and/or 2 completed innings if the inning ends because of a run rule.

  • Pitch Count Rules/Days of rest apply.

  • Home team will supply a plate umpire. Away Team provides Base umpire. Utilize 4th coach.

  • Pitcher to catcher/ Catcher to pitcher rules apply.

  • 10-run rule in effect.

  • Infield Fly rule will be in effect.

  • No on deck batters allowed, including in the bullpen – safety issue.

 MAJORS

  • Drop dead time is 9:50. A regulation game is 6 innings. No new inning after 9:30 provided game is official.

    • A game is official if 4 innings are complete and game is called due to time or weather.

  • Only board approved coaches will be allowed in the dugout or on the field during games and practices.

    • No more than three approved coaches allowed in the dugout or the field at a time during tournament time.

    • 4th coach can be used as an umpire, keep stats, run pitching machine.

  • No balks – a balk will be an illegal pitch, which is a ball.

  • Side is retired when three outs are made.

  • Line up cards need to be exchanged between coaches and umpires and score will be kept. Home team scorebook is official, and home team supplies the scoreboard operator.

  • Infield Fly rule in effect

  • Third strike not caught rule is in effect

  • Batting order is the entire roster till the Last 2 weeks (4 games) are Tournament Rules.

  • Pitch Count Rules/Days of rest apply.

  • Pitcher to catcher/ Catcher to pitcher rules applies.

  • Mandatory play rule is in effect. Each roster player will participate in a minimum of 6 defensive outs for first Last 2 weeks Tournament Rules apply

  • Special Pinch Runner rule in effect last 2 weeks.

  • 10 Run Rule in effect

  • NO on deck Batters! This is a safety issue.

  • Either team may supply a base umpire if league does not provide one and both teams agree.

  • After each game managers must sign off on official pitch counts and scorebooks.

JUNIORS

  • Pitcher to catcher/ Catcher to pitcher rule applies.
  • Mandatory play rule in effect
  • Pitch Count Rules/Days of rest apply.
  • Special pinch runner rule in effect.
  • Line up cards need to be exchanged between coaches and umpires and score will be kept.
  • Home team scorebook is official, and home team supplies the scoreboard operator.
  • Side is retired when three outs are made.
  • A total of 3 board approved managers or coaches are permitted in the dugout. This rule will be enforced.
  • Time limit is two (2) hours and thirty (30) minutes.
  • Drop Dead time is 9:50 PM. A regulation game is 7 innings.
  • It is an official game after 5 innings if it is called due to time or weather.
  • 10 run rule in effect.
  • After each game both managers need to sign off on official pitch counts.
